For whoever has read he Giver, can you help me?

So around chapter 18 or 19 Jonas's father 'realeases' the twin. The Giver later says that Jonas's father didn't know better because he has no feelings.
But when Rosemary was released, everything was giving to the people and they experienced feelings. It says that happened ten years ago so wouldn't Jonas's father have experienced it?
So wouldn't he have known what release is because of those memories being given to the community?
I was just wondering.
=DDD

re·spect –noun
1. esteem for or a sense of the worth or excellence of a person, a personal quality or ability, or something considered as a manifestation of a personal quality or ability: I cannot say that i like or hate Keltie Colleen, but I have the greatest respect for her. She puts up with way too much. If I were in her position, I would have been in a whole other country by now.

Think about it.

I read the book a few years ago, so I don't remember it it all exactly. I think, though, that in general, the people tend to forget the past memories if they aren't being continually given. Tell me if this helps or not.

Yeah, this helps. I was just wondering about it. The question just popped up in my head as I was reading. Thanks!

Your welcome! That was, and still is, my favorite book that I was required to read for school. It's really good, in my opinion. (Even if the ending displeased me)

I had to read that last year for school. Then we had to make a model of the town. It was cool.
