It means they are closer to maturing. It's not really special. Also, some dragons do not grow wings, like the green dragons in my sigg. WIngs do no differentiate between male and females, though in some cases, males and females differ in some way (i.e. the two headed dragons [the males are dark blue, while the females are a lighter blue] or silver dragons [the males have blue scales on their backs while the females have pink].) ---  Apart of the boardie family.
